Government Launches Shs 47 Billion Bugarama–Karweru Water Project to Boost Safe Water Access in Ndorwa East
Kabale, Uganda – The Government of Uganda through the Ministry of Water and Environment on Thursday launched a Shs 47 billion water supply and sanitation project — the Bugarama–Karweru Piped Water Supply and Sanitation System — aimed at expanding access to safe water and improving sanitation in Ndorwa East, Kabale District.
The project, implemented under the Climate Smart Water and Sanitation Investment Project (CWIP), is expected to benefit more than 43,000 people across 117 villages in nine parishes, including areas in Maziba, Buhara, and Kyanamira sub-counties.
The system will use a mix of pumping and gravity flow technologies. Water will be drawn from sources such as the Kahama, Kashija, and Kacuro springs, as well as Lake Bunyonyi. The design aims to be climate-resilient, ensuring water supply even during dry spells.
Implementation and Contractors
The government awarded the construction contract to Vidas Engineering Services Company Limited under a Ministry of Water and Environment contract.
Expected Impact
By providing safe water and improving sanitation, the project is expected to reduce waterborne diseases and improve overall hygiene.
The project will include extensions of the electricity grid to power pumping stations, offering additional benefits to households.
Voices at the Launch
Michael Muramira Kyakashari, Kabale Deputy Resident District Commissioner, commended the NRM government for the investment and urged communities to protect the new infrastructure.
The Permanent Secretary in the Ministry of Water and Environment, represented by Eng. Felix Twinomucunguzi, explained the importance of improving household sanitation to maximize the health benefits of the project.
Kabale Woman MP Catherine Ndamira highlighted both water and electricity benefits, stressing the need for good hygiene and environmental stewardship.
Ndorwa East MP Wilfred Niwagaba, the chief guest, said the scheme would end decades of water stress in the affected villages. He appealed to residents to support the contractor and protect the new water infrastructure.
Strategic Relevance
The Bugarama–Karweru project is part of the government’s broader strategy to increase access to safe water and sanitation, especially in rural and underserved areas. It also aligns with national targets to boost rural water coverage and enhance resilience to climate change
