‎ Kampala — President Yoweri Kaguta Museveni has appointed former Inspector General of Government (IGG) Beti Olive Namisango Kamya as his Advisor on General Duties, just a month after she left her previous role.

Deputy Presidential Press Secretary Faruk Kirunda confirmed the new appointment during a campaign rally in Bugweri District, stating, “Yes, it is true that the President appointed her as his advisor on general duties.”

According to reports, President Museveni signed the appointment instruments on October 31, 2025, directing the Ministry of Public Service to formalize the deployment. Sources familiar with the matter say the benefits attached to Kamya’s appointment are exclusive to her and may not apply to future advisor appointments.

Background & Context

Kamya recently stepped down as IGG, a role she held since July 15, 2021.

She was replaced by Justice Aisha Naluzze Batala, a High Court judge, whose appointment was also confirmed by Faruk Kirunda.

During her tenure, Kamya was known for bold anti-corruption initiatives, including the “Lifestyle Audit” campaign and citizen engagement efforts.

The Ministry of Public Service, through its Permanent Secretary Catherine Bitarakwate, confirmed receipt of the directive to formalise Kamya’s new role but declined further comment.

Reactions and Implications

Political analysts say this move strengthens Museveni’s circle of trusted advisors, especially by bringing in someone with Kamya’s anti-graft credentials.

Critics argue that appointing her so soon after her IGG tenure raises questions about the independence of the watchdog office and may dilute the symbolic break with past leadership.

Some observers also note the “unique” nature of the benefits attached to Kamya’s role — suggesting this is more than a standard advisory position.

Camapign Angle

During the Bugweri rally, the announcement came as part of President Museveni’s broader campaign messaging, possibly signaling that he values institutional continuity and loyalty. By elevating Kamya — a high-profile figure with anti-corruption experience .
