Why Niwagaba Remains the Preferred Choice for Ndorwa East Constituency
Kabale –Uganda. Hon. Wilfred Niwagaba, the Member of Parliament for Ndorwa East and the Shadow Attorney General, remains one of the most prominent political figures in the County. Having served for two decades, his tenure has been marked by an active voice in national debates and consistent lobbying for development in the region. Many residents refer to him as Rugambamazima, a leader known for speaking truth boldly and representing the interests of his constituency.
Over the years, Niwagaba has contributed to infrastructure improvements, education advancement, and agricultural support across Ndorwa East. His background as an advocate and senior legislator in Parliament has shaped his leadership style—often described as articulate, knowledgeable in law, and assertive when addressing issues affecting ordinary citizens.
One of the most notable contributions is his lobbying for key infrastructure. Among the projects is the construction of the Kahondo–Maziba bridge, an important route that connects communities and eases transportation. Additionally, after Maziba Primary School was affected by heavy rains, Niwagaba Lobbied for the construction of eight new classrooms and supported the development of staff quarters at Maziba Health Center IV.
His advocacy has also supported the improvement and expansion of health facilities such as Muyumbu Health Center II and Kahondo Health Center II among others .Several schools, including Nyabushabi Primary School and others in Buhara, Kyanamira and Maziba sub counties have also benefited from funding and development support linked to his efforts.
Road rehabilitation remains another area of noticeable impact. Previously difficult-to-access agricultural areas have become easier to reach, allowing farmers to transport their produce to Kabale markets with less strain. Major ongoing projects include the 2.2 billion Kitibya bridge and improvements to Maziba road, which aim to enhance mobility and further open up trade. The construction of the Kigata–Kacuro bridge has also improved access to town for many rural residents.
Perhaps one of the most ambitious initiatives underway is the 72-billion-shilling Multipurpose Water Project, expected to serve the entire constituency. The project will draw water from Kigata Parish in Kyanamira Subcounty and from Kahama village in Buhara Subcounty, with plans to pump it uphill to supply communities that have long struggled with limited access to clean water. The Ministry of Water and Environment will oversee its implementation.
Locals including Fred Muhumuza, Akakwasa Soul, and Alex Twinamasiko of Katokye Parish recently expressed that they appreciate the developmental work led or supported by Niwagaba, noting that they feel encouraged by what they see as long-term, tangible progress.
As the 2026 political season approaches, Ndorwa East will once again see a competitive race. Other contenders include Alexander Kyokwijuka, James Rutanga, National Unity Platform (NUP) candidate Elias Sunday, and the NRM flag bearer Protazio Begumisa. With five candidates involved, the constituency is gearing up for a dynamic contest rooted in ideas, leadership experience, and development priorities.
Whether assessing his legislative influence or his role in shaping local development, Niwagaba’s legacy and continued relevance remain a notable part of Ndorwa East’s political narrative.
