‎Kisoro, Uganda – November 4, 2025:
‎Police in Kisoro District have arrested a 38-year-old teacher from Ntungamo District for alleged involvement in examination malpractice during the ongoing Primary Leaving Examinations (PLE).
‎
‎The suspect, identified as Michael Begumisa, a teacher at Kashenyi Integrated Primary School in Ntungamo District, was reportedly found in possession of a suspected PLE Science examination paper with answers, which had been shared via WhatsApp messages on his smartphone.
‎
‎According to ASP Elly Maate, the Kigezi Regional Police Spokesperson, the incident occurred on Tuesday, November 4, 2025, at around 9:40 a.m. at St. Allens Primary School in Kisoro, where Begumisa was serving as a UNEB scout.
‎
‎ “He was caught red-handed by Mr. Asizua Gordon Okua, the Senior Inspector of Schools from the Directorate of Education Standards, who is currently monitoring the PLE examinations in Kisoro District,” said ASP Maate

Preliminary investigations indicate that the WhatsApp messages on the suspect’s phone contained a Science examination paper with answers to all questions, allegedly received two hours before the official start of the exam.
‎
‎ASP Maate explained that the matter was immediately reported to police, who swiftly responded to the scene.
‎
“The scene was visited, statements were recorded from relevant witnesses, the teacher’s phone was recovered and exhibited, and the suspect was arrested for further questioning,” he said.
‎
‎Police have since forwarded the smartphone to the Forensic Services Department for imaging and analysis to trace the source of the leaked examination paper.
‎
“The recovered device will be subjected to forensic analysis to establish the origin of the said paper and ensure that all those involved are brought to book,” Maate added.
‎
‎‎The suspect remains in custody at Kisoro Central Police Station, as investigations continue under the guidance of the Uganda National Examinations Board (UNEB) and the Directorate of Education Standards.
‎
‎ASP Maate further cautioned education officials, scouts, invigilators, and the public against engaging in examination malpractice, emphasizing that such acts compromise the integrity of the country’s education system and will be dealt with sternly under the law

“We warn anyone involved in examination malpractice that the law will catch up with them. Investigations are ongoing, and all responsible parties will be held accountable,” Maate concluded.
