Civil Servants Urged to Prioritize Service Delivery and Uphold Government Values
Rukungiri Civil servants have been urged to prioritize effective service delivery and act as good ambassadors of the Government as they execute their duties.
This call was made today during a joint meeting of civil servants from Rukungiri District Local Government and Rukungiri Municipal Council, held in the District Council Hall and organized by the Regional Commissioner in charge of Kigezi–Ankole Region.
Speaking during the meeting, Col. Mwesigye James, the Regional Commissioner from the Office of the President, commended local government workers for their commitment in serving and safeguarding the achievements realized under the NRM Government. He reminded them that every public officer serves on behalf of the President and should, therefore, work diligently to advance Government programs and priorities.

Col. Mwesigye encouraged civil servants to remain patient as Government continues to enhance salaries in a phased manner, in line with the President’s commitment. He also advised them to prepare adequately for the forthcoming general elections and to maintain discipline and professionalism in their roles.
The Commissioner further emphasized the importance of having alternative sources of income to supplement salaries, noting that this would help improve the welfare of public officers and their families.
In his remarks, Mr. Byekwaso Frederick, the Chief Administrative Officer (CAO) of Rukungiri District, reminded civil servants of their key role in transforming communities from a subsistence to a money economy. He encouraged them to appreciate the privilege of being among the 480,000 Ugandans directly employed by Government and supported through the Consolidated Fund
Mr. Byekwaso also highlighted that the current budget allocations for Rukungiri District and the Municipal Council stand at UGX 100 billion—with UGX 65 billion for the District, UGX 15 billion for the Municipality, and UGX 27 billion under the Parish Development Model (PDM). He urged staff to ensure proper planning and accountability in the use of public resources to achieve tangible results.
The Deputy Resident District Commissioner (RDC), Mr. Wilberforce Ahimbisibwe Ongom, appealed to civil servants to exhibit patriotism and resilience in service delivery, emphasizing that Uganda’s development requires patience and unity of purpose.
The meeting was later joined by Hon. Minister Jim Muhwezi, who called upon all civil servants to support the NRM Government, noting that it is the only political party that has consistently prioritized the needs of Ugandans. He reminded them of the sacrifices made to bring stability and progress to the country and urged continued loyalty and commitment.
The Town Clerk of Rukungiri Municipal Council, Mr. Tumwesigye Isaiah, pledged full support for Government programs and encouraged officers to apply their knowledge and skills to protect the gains made under the NRM Government, particularly as the nation prepares for the upcoming elections.
