President Museveni Cancels All Land Titles in Kitubulu Forest
President Yoweri Kaguta Museveni has cancelled all land titles issued in the Kitubulu Central Forest Reserve, ordering an immediate stop to all activities in the protected area.
According to a letter written to the Minister of Water and Environment, Hon. Sam Cheptoris, dated December 23, 2025, the President said Kitubulu Central Forest Reserve is a vital ecosystem that must be protected at all costs. He noted that the forest plays an important role in protecting Lake Victoria by filtering pollutants and supporting biodiversity.
In the letter, President Museveni blamed corruption and collusion within government agencies for the continued destruction of forests in Uganda. He cited the National Forestry Authority, saying large areas of natural forest have been lost under its watch due to illegal activities.
The President also dismissed claims that he had approved the construction of a shopping mall, hotel, or mini city in Kitubulu, stating that such information was wrong. He directed government agencies to work with the Uganda Land Commission to provide investors with alternative land outside protected areas.
“I therefore direct you to cancel all titles issued in the Kitubulu Central Forest Reserve,” the President wrote, adding that tree cutting must stop immediately.
President Museveni also praised leaders who opposed the destruction of the forest, saying their actions were in the public interest. The directive has been copied to the Vice President, Prime Minister, Attorney General, and other relevant authorities for immediate implementation.
