Kisoro, Uganda – November 4, 2025:
‎Police in Kisoro District are holding a 30-year-old primary school teacher on allegations of involvement in examination malpractice after he was allegedly found with a Primary Leaving Examination (PLE) English paper hours before the official start time.
‎
‎The suspect, identified as Twesiime Jonas, a teacher and Chief Invigilator at Reads Primary School, was arrested on Tuesday, November 4, 2025, at around 12:00 p.m., following a report by Tumukwasibwe Mildred, a UNEB official and Chief Invigilator from Mutungo, Kampala.
‎
‎According to ASP Elly Maate, the Kigezi Regional Police Spokesperson, the suspect was found in possession of a smartphone containing a suspected 2025 PLE English examination paper shared via WhatsApp messages, allegedly received two hours before the start of the official examination.
‎
‎ “It is alleged that on the 4th of November 2025, at around midday, the Chief Invigilator of Reads Primary School, Mr. Twesiime Jonas, was found with a smartphone whose WhatsApp contained a suspected PLE English paper two hours before the official starting time,” Maate said.
‎
‎Maate added that the suspect had reportedly received other examination papers, including Mathematics and Social Studies (SST), earlier in the day through the same device.
‎
‎ “Preliminary findings also indicate that the same suspect had earlier received other subjects, namely Mathematics and Social Studies, on his phone before the start of those exams,” Maate explained.
‎
‎The case came to light when the complainant, Tumukwasibwe Mildred, arrived at Reads Primary School for monitoring duties but was denied entry at the gate by a security guard, even after identifying herself as a UNEB official.
‎Her suspicion led to a search that uncovered the alleged malpractice.
‎
‎Police swiftly responded to the scene, recorded statements from key witnesses, and recovered the suspect’s phone as an exhibit.
‎
‎ “The scene of crime was visited, statements were recorded from relevant witnesses, and the teacher’s phone was recovered and exhibited. The suspect was immediately arrested for further questioning,” Maate confirmed.
‎
‎The recovered smartphone has since been submitted to the Forensic Services Directorate in Naguru for digital imaging and analysis to establish the source of the leaked examination materials.
‎
‎ “The smartphone will undergo forensic analysis to determine the origin of the said examination papers, and all persons involved will be brought to book,” Maate emphasized.
‎
‎
‎The suspect is currently being held at Kisoro Central Police Station, as investigations continue in coordination with UNEB and the Directorate of Education Standards.
‎
‎ASP Maate warned education officials and the public against engaging in examination malpractice, stressing that such actions undermine the credibility of the country’s education system and attract severe legal consequences.

‎ “We want to caution all invigilators, scouts, and other education stakeholders that anyone found engaging in examination malpractice will face the full force of the law,” he warned
