TWO KISORO TEACHERS HELD OVER PLE EXAM MALPRACTICE
The territorial police in Kisoro District have detained two teachers accused of engaging in examination malpractice during the ongoing Primary Leaving Examinations (PLE).
According to ASP Maate Elly, the Public Relations Officer for Kigezi Region, the suspects are Bernard Katabire, a 41-year-old teacher at Real Quality Primary School, and Samuel Baker Munyantari, aged 52, the Head Teacher of Seseme Primary School in Kisoro District. The duo was arrested on Monday afternoon at Seseme Primary School, following a tip-off from a UNEB official.
Preliminary investigations indicate that on November 3, 2025, while Katabire was serving as an invigilator at Seseme Girls Primary School, he was allegedly found in possession of unauthorized examination materials. A UNEB scout, Mr. George Kisakye, entered examination room four around 1:00 pm and reportedly saw Katabire handling multiple papers suspiciously. Upon checking, the scout discovered a photocopied answer sheet with answers to questions 31 and 32 of the Mathematics paper.
Mr. Kisakye immediately alerted the Head Teacher and a police officer stationed at the school, leading to the arrest of both Katabire and Munyantari for further questioning.
Police have since launched investigations into the incident to determine the extent of the malpractice and whether more individuals are involved. ASP Maate emphasized that the Uganda Police Force, in partnership with UNEB, remains committed to protecting the integrity of national examinations and ensuring that those involved in malpractice face the law.
Authorities have urged teachers, invigilators, and candidates to maintain discipline and honesty throughout the examination period to safeguard the credibility of Uganda’s education system.
